I'm assuming this is in the military base before you steal the train?
When I want a challenge I tend to just play Grandia Redux (I believe it's available for the PC version now), solo runs can be fun but I find it hard not to end up over powered as Justin when you get Gadwin's move. It's just ridiculously easy to level up weapon skills and fire + earth, you end up an absolute power house with very little effort.
The IP loss was just too great to even take her down, given the fast IP gauge of her.
I managed to finally take down the last fight as well by using some random items from my inventory to change the RNG for me to resist the sleep of her Balloon move.
I think as a solo Justin it doesn't really matter how strong you become in the end, as you will be constantly taking IP loss after IP loss when the enemies beat you up.

Prior to that point you would have had a chance to massively boost HP via exploiting a certain ruins traps and nearby save/recover point with your healing ability.
When I did a Justin only run that's what I did anyway, I also farmed for the mace from the Orc's and built upon that heavily. Granted I was roughly level 13-16 at the point you're talking about, if but with skewed stats.
That said once you get Gadwin's move a little later on you're essentially immortal to most things. You could avoid using said move but why?
Redux is the better focus if you want a challenge.
And yeah, the Gadwin move will essentially speed it up a bit, however - as I don't grind out for long periods of time, rather progress to keep things somewhat interesting, the fight in question just took me surprise as there was no way to not be cancelled/IP Lossed over and over.
