Would popping over a border for a spell work for people living near one? I can confirm that it is fully available in Austria and I doubt any of Germany's other neighbors would lock it either.

Yeah, once you have it, you can install no problem. It used to work with gift purchases from friends from other countries but that stopped working some time ago. Actually being in another country would probably work. I'll bring my laptop when I go abroad next time.
I am also a backer from Germany. Is it now possible to get the 4kMovies DlC as a gift or do I have to be abroad? What is the legal situation with VPN? After all, the DLC doesn't cost anything, so you're not “stealing” any money.

"Modern Germans" turned it into what it is now, the "Ambassadors of Woke USA in Europe". That goes for censorship, patronizing, and commerce.
So much so that I have seen dozens of posts saying it is even steam that decided to start this crap, which is not true. Valve has to follow regulation passed down to operate in a certain market. It is like that VPN "myth". Prime, Netflix, etc, they know you are using VPN. Hell, even I can tweak my website to find out if you are using VPN and what is your local IP. They bank on the plausible deniability that tech for that is not entirely "clear" so they can offer digital media they are not supposed to, and dodge taxes or regulation they do not want. But if you enter any of those websites and try to use VPN to something they are not fond of, they will block you for using VPN all the time.
Ironically, countries that have no regulation whatsoever on those issues figure higher in the Internet censorship rank folks make. Why is that ? ... I wonder ...
