How do new outfits unlock?

I have a few of the characters past their devotion quests, and one up to 40, and I still am seeing no new outfits other than "sweat" and the reward system says that I should be unlocking hair styles and outfits but I am not seeing anything? Am I missing something?

Devotion quest/outfits are just the minimum level criteria for when you are able to do said devotion quest, Its only after acquiring blythe that the devotion quests are accessible, Because of how the specific timing in the story sets up the visual novel part.

TLDR: Get final girl blythe on your team, Do devotion quest missions, get devotion quest outfit rewards.

Devotion quests unlock at level 32 with each waifu. Upon completion of the devotion quest of each waifu you will unlock a new outfit for that individual waifu. Then at level 40 you will unlock another outfit which does not require completion of the devotion quest to unlock. Simply being level 40 will unlock it. I am not sure why you have not unlocked any additional outfit even after completing the devotion quest. It unlocked for me personally
