Of course not. That is what is wrong with players.
My issue is that Demi relies on you completing all the planets it seems. I am at 37 with her. I have done all the main missions, all the side missions, all the devotions quests. Level every character to 40 and yet she is the last character to get to 40 because finding gifts for her is becoming rare. The events are useless since they don't give you items for Demi.
At the moment it seems like getting gifts for Demi is rng. I do one space mission and I get no rewards, other than the bio, tek, money. Than I might get one that might give me a dirty floppy disk or the other item that she likes. The planets don't tell me this planet will give me A B C D etc. Some will have a collectible icon but that's it.
It has nothing to do with what is wrong with players. They could have at least 75 planets per system and have enough to level up everyone.
Just before I was going to attempt the story mission with the raid (trying not to spoil too much for others, but if you played through the main story this should be clear), I had DEMI at Level 30 and still needed her Devotion Quest and 10 more upgrades. Going to every system I hadn't been too or hadn't fully explored I simply just scanned everything first, then only interacted with planets with the purple exclamation point (I was bypassing all the others for the time being).
I guess to put it more simply, just focus on finding/completing planets that, after being scanned, have the purple exclamation point (which denotes an unlockable of some kind including DEMI's upgrade parts) and you should be able to level DEMI relatively quickly.
Finally got her level 40. Seriously speaking, I should have got it sooner. Instead of waiting until I finish or beat the main boss.
A reminder, As you proceed through nebula, Later ones like Yeti, Griffin, Will reward increasing amounts of XP and resources.
This is intentional because you start off with a smaller selection of waifu, Then progressed to 9 waifu, And the endgame nebula was balanced to reflect that.
Having made sure all waifus are around the same (when unlocking DEVA mode, having all Devotion 20 before progressing main missions and later 30s)
After unlocking the all waifus, I focused on all the exclamation marked planets before talking to Demi about Erark and after giving her all gifts gained that way, reached level 38
I have all the agmentations except for the last one which should come with the Devotion Quest, but have to find out if that's enough for the remaining ~2 levels of Devotion for Demi or if grinding the remaining planets for gifts is a must

After finishing Demis Devotion Quest and gaining all augmentation parts, she is now at 39 (having gained 1 level from the DQ) while all others are 40 with lots of gifts left to give.
Assume Demi would be only 37 or 38 if I didn't use the few available gifts she accepts in return for medium gift items to give to other waifus.
You can't raise DEMI's devotion level with gifts. Maybe play the release version first before being all condescending towards random strangers.
If your aim is to only increase DEMI's devotion level, then you need to go into a system, scan all the planets and then visit the ones with purple exclamation marks next to them, because those are the planets that contain collectibles including DEMI parts. You don't have to visit every planet.
I was not being condescending, if that's how you took it then that's your problem. I never tried giving Demi (or anyone else) gifts because I never had an issue with any waifu's levels. I paid attention to the game. I saw the waifus were gaining more experience for side content in each new area I unlocked. Since I'm good at math, I did it in my head and knew there'd be more than enough to go around for all eight battle-waifus and since I planned to clear all the nodes, Demi wouldn't be an issue.
EDIT: I also know how to read the UI, which means I knew what nodes were worth checking and which ones were bonus (minor) content. But hey, guess that's what happens when you actually pay attention to what is written on your screen instead of just assuming things.
Also the aim is to max out the Devotion level and not just increase.
As you can read in my previous comments and another players comment in this discussion as well, doing all the purple exclamation marks isn't enough and neither is getting all the others to 40.
In my case gifts are needed and assume its not a unique thing, just hope there isn't a playthrough where they couldn't reach Demi's max level, which is unlikely due to the amount of planets but possible thanks to the rare drop rate and low variety of gifts she accepts (which give below 1k points so it needs a decent amount).
The amount of planets isn't an issue at all and many can be simply ignored while maxing out all waifus, with the exception of Demi it seems.
Finished main story and reached 40 with all other except Demi while having gained all the augments and done her Devotion Quest.
Her gifts are the only remaining reason to grind except for completionists who want to have done all planets.
