No offical mod support or workshop content is planned at this time. As for the future, who can say? The game will be in UE4, so perhaps the fine Lads at LL will work their magic.

Generally, Epic has limits one what companies can release SDKs. Not a lot are approved.
Also, it would require FOW to release all of the content they've put into the game available for public download, which may or may not include some thing such as liscensed music, which they might have the right to put in the game but not actually otherwise own.
Epic is no longer mod friendly as a company. They don't want games made on their engine having mods. They want all additional content to be DLC that they will be a kickback from.
....
That said, programs like Texmod should make it extreamly easy to replace textures in the game so people can make their own cosmetics, which is what 99% of the modding scene for this game is likely to focus on.
So, you want to check her fluid levels?
