There was a Chinese post said that it will not unlock at 2nd playthrough. I don't know the source:

well thats weird. the wiki says it unlocks after stage 1. hmm i have a feeling you have to playthrough the game with both main characters for the unlock.

on the PS store, this is what it says for the dlc. 「Impending Departure」 is available after completing Scenario 1 of the main story.
「A Letter to Tatsu」 is available upon completion of Scenario 40 of the main Story.
which is pretty weird considering all of us should have cleared stage 1 by now.

Both those scenarios only unlock in New Game+ , i played them on PS4.
They are both part of the " Replay Support Package DLC" that is geared for New Game+.

I'm on my third round through and neither bonus mission unlocked for me.

Not very important either way, there's enough money and parts from existing bonus scenarios to max most of your team on your first playthrough anyway.

Edit for clarity: I've looked around online and it's also not only for New Game Plus either. It should unlock immediately after stage 1/40 respectively even if you haven't completed a round/lap.

Nothing news about it, even in the requirement condition it's already stated it's only playable after chapter 40.

Some people just got confused because it's not unlockable on their first playthrough.

Uh, I stated I was in my 3rd playthrough and it still didn't unlock.

As far as I'm aware, the missions will never unlock on the PC version right now.

Unless of course you're pirating which I've seen some comments on other websites stating that they had access to the departure scenario immediately but haven't gotten to scenario 40 but they can see words rather than ???.

Edit: Let me go get a few screenshots at the final scenario(so all of the scenarios should be unlocked) across a few "laps"
