Its not in a DLC , it depends on the amount of aces you have at certain points in the story.
There are 2 secret scenarios that can trigger, one with the main character of V and one with the one from X.
Basically in those secret scenarios a "dimensional quake" occurs and those characters just pop out of some other dimension. They dont have any memory who they are or where they come from and dont recognize any of the mecha units that are also present in their own games, just that they seem "familiar".
They fight with you for that one stage and then another "quake" occurs and they disappear again. You dont keep either character/unit and cant even control them during those stages.
Its pure fanservice and has zero consequences for the story.
Huh, thats the first time i read about this. I played T right at release around April.
I did not know that they released an real expansion since then. o.o
Guess when the game comes to Steam it will be included in the package.
As for your question, since those characters are already in the base game in those 2 secret scenarios, i guess they just bring them back in the DLC through another " dimensional quake", just that they stay around this time.
Cybuster is the preorder unit in X, you have him for the whole game.
Also, Masaki and Cybuster are not really from the OG universe, they had their debut in Super Robot Wars 2 on the original Game Boy from 1991 and appeared in like 5-6 other mainline SRW games since then.
His OG appearance was much later.
He also is the main character of his own SRW spinoff, the "Masou Kinshin" series.
