Its very noticeable.
Have you noticed the brightness suddenly raise to normal again after the battle animation switch to other side? (like when the beam from a beam rifle travel to the enemy side)
Also, some battle animations in the game has the brightness dimmed in some part of it as the developer doesn't want some gamers to have photosensitive epileptic seizures while playing the game.
You can thanks a Pokémon anime episode for that.
IIRC that episode is caused by the high frequency flickering of certain colors.
The battle animation start with sudden drop of brightness.
Then when the animation switch side (not switch attacker but side, like when your mecha travel to another side) then suddenly the brightness back to normal again.
It is very noticeable if you keep your eyes on the profile picture of pilot.
I know in real life camera FPS will affect brightness due to light gathering ability, but I am not so sure about monitor.
I am not sure if this has anything to do with my monitor setup. Or is it more of a software problem.
First at all, what is your PC's monitor?
Currently EIZO CG248 and ASUS PG27UQ.
I tried the same PC on both monitors. Similar dimming effect.
Samsung LC32F391FWNXZA with Display Port cable - using older NVDIA Drivers on a GTX 970.
Are you using an HDMI cable?
Nope I turn it off (in windows display setting as well)
Using DisplayPort.
I just tried using HDMI from PS4 version on the same monitor, no dimming effect.
So it must be something on the PC end.
NVIDIA 2080 driver version 416.94(pretty old)
Don't want to update the driver now.
Gonna wait when they fix the game for the latest driver.
In game, I did not feel too dark.

Try to focus on the female MC profile picture from the very start of battle animation.
Pay attention when the battle animation switch side (not switch attacker)
For example when female MC charging and firing her big gun, after it fired the screen "switch" side, then the profile picture of her face suddenly brighten up, the skin tone changed.
