You cant gift region locked games outside that region.
I am pretty sure they would love to sell it to you, they just cant do it legally.
They dont have the rights for the included anime series for western regions.
The courts in France recently ruled that games sold by Steam are a good, not a subscription nor license. As such, people by French law can resell their digital games. I am hoping that a side-effect of this is that French gamers can resell their copies of region-locked games to other people outside of France.
While certainly grey market, it would be a far better situation than the crud that Valve is trying to push with region locking.

No they can not. Its not legally binding yet. Valve has already appealed the decision.
It will be years till any laws come out of that, if at all.
Because the EU courts and some individual country courts like Germany have already judged in favor of Valve, in that the resell of games is not allowed on Steam.
