The only thing I object to is the multiples of the SAME mythics you can accumulate in a deck now. Look for Skypoint's video on Youtube where he gets maloghurst twice as his first two picks. If you're sitting on a ton of gems, you can indeed reroll a lot to have a totally overkill deck. Not cool.

It definetely needs some tuning up. Right now, people can abuse the system to turn it into pay-to-win. Additionally, I enjoyed the way you had pre-constructed decks to choose from. It gave the illusion that you were in fact commanding an army in the 40k setting. So I hope they bring it back in some manner.
The changes I would make after my first impressions would be:
Remove duplicate legendaries.
Make the re-roll free, but with limited uses.

Make first re-roll free, second cost 25 gems, then have subsequent quadruple in gem cost. So re-roll costs would increase like this:
Free, 25, 100, 400, 1600, 6400 etc.

This way one could comfortably re-roll 2-3 times as 25 to 100 gems isn't terribly expensive yet.

The problem is that long-time players have accumulated so many gems, that even that won't be an issue to them, while newer players are grinding their lower bottom off just to be able to afford one of the many rare/epic/mythic cards they are still missing. Catering almost exclusively to your established veterans while virtually snubbing your newest players is a very efficient way to kill off the latter group's interest in the game. Looks like a weird business choice to me.

You can make really good decks without investing gems. I paid nothing and made 12 victories, two times, with only one legendary in each deck.
