Is this a joke for you or you are idiotic when people are discussing and trying hard to identify the issue at stake because of DX11 only game barring to work on the Win7 OS when the purpose of the whole ♥♥♥♥♥♥♥ thread is to discuss the damn issue, why do you creep in like a rat and beating the same drum. People here won't change their OSes for you, they will even maintain dual boot system to run the old games on the Desktop Centric UX OS which respects people's choice.
Win10 is a disaster, it has UWP driver system which breaks a lot of compatibility go to Intel HD drivers and read on legacy as Intel branded the usual .inf drivers and their b.s UWP trash, then you have Xbox bloatware in the machine, Win10 runs 2x the number of processes vs 7 and 8.1 the OS has been for free from MS even when people used pirated copies because they wanted the user data. Go and read Win10 Home EULA to know more on the data collection, they constantly make every single application like Office, Studio etc to be as a Service because they want to be in control not you, same for Adobe products, as a Service, WIndows as a Service is called Win10 and that is not a stable OS. Some games are bugged forever on Win10 and some games need .exe updates TR2013 needed an .exe patch for 2004 Windows installation go to steam depot and check yourself. The OS is made for beta, when insider rings test the OS and free bug identification they patch them up every Tuesday and then push them to Enterprise channels which are their biggest customers. And with every single semi annual channel update the OS gets all settings, registry, policies changed the OS gets Desktop Composer updated from DX perspective so games needed the same patches, after 10 years we won't know how the old games work on Win10, Game preservation on this OS is not possible. Esp modding tools and etc for older games.
The control panel misses a lot of stuff with every update and MS is on a constant war with the people who want a "Personal Computer". They all use Apple macbooks and iPads and mobiles, making this OS a touch centric b.s not the powerful OS it actually is. Some people block the updates but cannot stay on the old release for a long time, since the drivers for the desktop window manager get updated and if they do not that will be a huge performance impact or unknown issues with the system, while for 7 and 8.1 this issue doesn't exist because the same desktop composer is SAME. And the OS core components doesn't get changed (MS started to add telemetry and other shovelware onto the old OSes but people can control them still), even after 10 years Win7 still able to run latest games, CB2077 has DX12 support and Nvidia Ampere supports Win7 too, you think those companies are fools to support the OS, are you qualified enough to understand even a shred of thing what I wrote here ? MS is heavily inspired by Apple as their utopian walled garden policy made these companies jealous, so they stopped caring about user freedom and pushing the same with their ads while reaping all the data, new products like that BGA throttling mess of a crap called Surface, do you know that Intel Plundervolt is a big issue and on these Win10 greatest machines the end user on the notebooks cannot control their voltage as the Win10 udpates forced their BIOSes to be updated and block Undervolting and causing overheating causing instabilities. Do you know that Cortana was integrated with the Search and people who remove components from the OS for a thin ISO couldn't remove that bloat as it broke search ? Same for Xbox services, that's why Gamebar is a part of a Xbox services and if you remove it, games like FS2020 won't work properly because it uses Azure technology for the textures from the cloud using that XBLive.
Why are you so ♥♥♥♥♥♥♥ dumb to not being able to see what is an OS, Hardware and how data is very powerful with the technology on the planet. Data is Oil. And spew such b.s useless lines in this discussions ?
So HUUUUUUUGE thank you for everyone who solved this problem! I'm going to give it a try too and let's hope I can also play the game without problems! I knew I could trust players, I have played other games too that would not have ever worked properly without gamers adding mods and such to it to make it work better than the devs ever could (looking at you, The Sims 3).
Yes! Everything working great! Haven't gone into the steam overlay to try that, but everything else you ask works.
Steam Achievements also work just fine!
Other than that, how are the sounds for others? For me the audio works just fine but I don't seem to get the music low enough at all, at least not during cut scenes. Sometimes I can't hear almost anything they speak because of the music and I was just wondering if that is what happens with the game itself or because of this solution... You do get used to it really but at the times it's a bit annoying. In gameplay I think the sounds are normal but I still had to set the music to 3, everything else to 7 or 8 and leave dialog (and master volume of course) on 10.
And also another thing I'm not sure if it has something to do with my computer, GPU or settings but the edges of hair and things look bit off and dark areas have this grainy effect on them. Mainly the game looks really good but this is also something I need to google and check from the forums to see if it's like this for everyone and if there's something I can do to make the edges look more pleasant to look at.

i have read all this thread and i did exactly what it says above, start the game from the mde.exe but the game wont start at all
p.s the launcher says next to the game running for like couple seconds then it disappear, and nothing happen
only if i copy paste those 6 .dll files in x64 folder it wont start, but if i removed them it will start till the start story part then crash
i'm confused did i missed anything ??
Try add the files after you change the windowed mode in the Options. The game works only in window (not in full screen).
Try to start the game without the dlls first, go to Settings, and click Fullscreen off (so that it is in windowed mode). Then exit the game, put the dlls in the game directory, and start the game. Be sure to leave it in windowed mode (borderless works fine) because if you put it in fullscreen the game will crash.

So my guess is that it has something to do with the GPU (they have Radeon R9 380x, all recent drivers installed) and the .dll files, I just don't know how to solve this problem if it's so.
Syrieana, could you check what does your file say? Maybe there's a similar issue?
You need to update your video card driver to one that supports Vulcan

its got to do with mismatched vsync and refresh
there are ways around it if you have nvid inspector but.. it takes a bit of fiddling
tons of games have had this issue though not just this one
most of them have denuvo as well. so we cant mod it
but you can force stuff in inspector that overrides the game cfgs
either way its bordeless fullscreen so its pretty close to fullscreen atm
