Definitive Fullscreen Workaround Fixes
Decided to make an entire Discussion thread for this one so that more people will see it.

As we all know, the game devs have yet to patch this game to fix these issues with fullscreen;
- Forced 60 Hz refresh rate issue
- Game window off-center
- Taskbar still being visible

I can't say for certain that the solution provided below this will fix your refresh rate issue but I can guarantee that this will fix the other 2 issues.

I. BASIC FIX

1. Run the game until you reach the Main Menu screen.

2. In the Main Menu, go to Settings > Display and change the following settings:
"Screen Resolution" to your monitor's native resolution
"Fullscreen" to OFF
"Borderless Window" to OFF
"VSync" to ON

NEVER CHANGE THESE SETTINGS EVER AGAIN.

3. Close the game.

4. Run the game again and while the game is running, right-click on your desktop taskbar and select "Taskbar settings". You may have to Alt-Tab the game to do this.

5. Turn ON / OFF and then turn OFF / ON the "Automatically hide the taskbar in desktop mode". This will make the game window run in fullscreen despite it being in Borderless Windowed Mode without the desktop taskbar appearing and without any vacant spaces on your screen where you can still see a bit of your desktop background on one side of your screen.

6. You need to do Step 4-5 step every time you run the game unfortunately since this is the only way you can run the game in Fullscreen without any vacant spaces in any one side of your screen AND make the game run in your highest native refreshrate (usually 144 Hz and above).

7. Done.

II. ADVANCED FIX
- If the Basic Fix somehow still didn't work for you, here's an alternative. It's the same exact procedure but with extra steps.

1. Go to your Steam Library and right-click on Mafia DE and select "Properties" and choose "Create desktop shortcut". You can also go directly to your Mafia DE game folder and find the "mafiadefinitiveedition.exe" file and right-click on it and select "Create shortcut".

2. Right-click the shortcut you just made and select "Properties".

3. Under the "Shortcut" Tab, find the "Run" option and set it to "Maximized".

4. While still in mafiadefinitiveedition.exe Properties, go to "Compatibility" Tab and select "Change high DPI settings".

5. Find "High DPI scaling override" and tick the checkbox on it and select "Application" on the dropdown menu.

6. Click "Ok" then click "Apply" then click "Ok" again.

7. Run the game until you reach the Main Menu screen.

8. In the Main Menu, go to Settings > Display and change the following settings:
"Screen Resolution" to your monitor's native resolution
"Fullscreen" to OFF
"Borderless Window" to OFF
"VSync" to ON

NEVER CHANGE THESE SETTINGS EVER AGAIN.

9. Close the game.

10. Run the game again and while the game is running, right-click on your desktop taskbar and select "Taskbar settings". You may have to Alt-Tab the game to do this.

12. You need to do Step 10-11 step every time you run the game unfortunately since this is the only way you can run the game in Fullscreen without any vacant spaces in any one side of your screen AND make the game run in your highest native refresh rate (usually 144 Hz and above).

13. Done!

NOTE:
You can also solve this entire problem by simply enabling "Disable fullscreen optimizations" in the game .exe file's properties, but doing this causes minor graphical issues, mostly character models now having motion blur outlines and possibly other issues. This only ever happens if you turn on "Disable fullscreen optimizations". It may work for your PC specs but I generally DO NOT recommend doing this. The Basic & Advanced fixes written here solves the problem without introducing a new problem.

damn you wrote a whole paragraph 💀👍 , i tried this : first go and restore NVIDIA drivers setting make it default , then go to file manager - steam - steam apps -common - mafia def edition - "launcher" , click on it and then there will be a window to select graphics setting resolution and in last there is option to launch the game without launcher its "no" by default change it to "yes" and this will do it! , ⚠️ the popup will only appear the first time you open the "launcher" file . thanks

thank you! saved me the hassle of returning. shame on 2k and steam for this BS
Those motion blur outlines appear also when fullscreen optimizations is enabled... (and not just in character models)

also, without fullscreen optimizations refresh rate still at 60hz, but at least exclusive fullscreen without that feature is enabled

All you need to do is check "Disable fullscreen optimizations".

Fact that we have to find a solution to this crap ourselves really makes me not want to give them more money for old country.

I highly recommend "disable fullscreen optimizations", because it not only fixes the freeze and is something I only need to do once, but also massively improves my framerate. I went from 40-45 FPS at maxed settings to stable 60 FPS. And I haven't encountered any graphical glitches. Very importantly, this is the only fix that increases my framerate.
