For a single player game, 60fps is more than enough.
The only reason you are having issues is because you probably never existed when we used to have 60 and 30 FPS games in the 80's and 90's. And that isn't even an excuse to call things "Laggy" which they really aren't even when you are at 30 FPS. At all.
I am visualising you losing your marbles if you had to play the Original Mafia with them pixels. Probably goes something like "Reeeeeeeeeeee".
If you have a 144hz monitor gameplay can look choppy if running at under 144fps, but he can just set the monitor to 60hz and it won't be a problem, it really doesn't matter in a single player game.
My 4k/144hz monitor [Visible in the Profile] when going at 60 in this game certainly does not look choppy what-so-ever. It's going to be dependant on a few non-proprietary components and their software/hardware.
