My Guide to running the game on higher FPS

Just want to make one thing clear before I explain. This is for NVIDIA users. I don't know what the AMD or Ryzen users have for game performance improvement programs.

Alright, first thing I did was open the Nvidia control panel. To do that, just right click the desktop wallpaper and it should be on the list. Anyway, click on "Manage 3D Settings"

Next to "Global Settings" should be "Program Settings" tab. Click on Program Settings tab.
Select "Mafia: Definitive Edition (mafiadifinitiveedition.exe)" and a large list should come up.

Change these values:
Max Frame Rate: (Unlimited) and/or your Screen's refresh rate. Such as 165 or higher.
OpenGL rendering GPU: If you have 2 GPU, select your best. (Leave unchanged if 1)
Power Management mode: Prefer Maximum Performance.
Texture Filtering - Anisotropic sample optimization: Off
Texture filtering - High Performance (Or performance for slightly better graphics)
Texture filtering - Trilinear optimization: On
Threaded optimization: On
Vertical Sync: Off (You can decide if you want it on)

Hope this helps. It gave me more FPS and the studdering stopped from then on. Sure the graphics are a little fuzzy from the texture filtering but its not that bad as long as the game is smooth.

How did you stop the gaming from going black and White? Mine laggs and makes it hard to drive as well

The black and white issue, I think is that you have "Noir mode" enabled.
It is the first option in the display section in settings. It turns the game back and white for aesthetic purposes.

The issue with lag, i'm not sure. Try running the game in Direct 11 than 12. The lag stopped for me when using those settings in my original post.

As for the driving, I got used to it over time.
