And it does fit the game. You followed the story right? Salieri wants to manipulate the race to ensure the money and respect stay where they belong to. Which is Dons job.
Then some other big player, which I guess is Morello, has Salieris driver beaten up. Rendering him impossible to race, win and generate income to the family and respect for the Don. Those are the only two things Mafia cares about right? Money and power.
So Don picks you to race instead. Now how can a cabbie turned into a mob runaway driver be a decent pro racer i don't know. But whatever Don says goes. Not the common sense rules the mob but the Authority of the boss and Loyality of the made men. High stakes, high risk, bold decisions, hot temper meets cold execution. You have to race, you have to win, you have to take the pressure.
It is a subtle reminder you are Saliers toy. If he wanted you to wear clown clothes and do a silly dance you better just do it. You always have to right? Yore not a badass Tommy Angelo. You are a mere pawn on a board much larger then you can see with your own eyes. These games are known for linear experiences. Taking our freedom of choice away to tell a more complex story.
It showcases another layer of business and activities the Mafia controls and while frustrating, the race itself is a rather unique experience. We get the chance to race with really fast 30s cars. Unlike the regular stuff we have driven so far.
The DE race can be made easier by changing the difficulty. This is a guess as I have beaten it in classic sim driving. Not at my first go. It took me about 20 to 30 minutes just to figure out the strategy and get the hang of the handling. And then poof! I was first.
At this point you can enjoy the trio bragging about Toms driving skills for the rest of the game :)
Long story short: Reddit knows ♥♥♥♥ as usual xD
