It's a story based game, so no, it wouldn't be possible. But I will admit they should have added more options to play as in Free Ride, including female characters.

The female characters have a shorter skeleton, so if you try to use a female model as a playable character, her neck and limbs will get stretched out

Good for you, but this is an update of the original history, which is Tommy's. Also it would be quite weird in the 30s to have a female mobster, unless.... Bonnie and Clyde DLC? That would be awesome!
