I have the same issue. I can't find what the remaining vehicle should be, and I've even done the trick to steal the wooden speedboat. I have 41/40 for my garage, which led me to believe the missing vehicle is some kind of public works / truck / police vehicle which cannot be saved to the garage. Some of the early screenshots of the Carcyclopedia prior to release showed 53/53, though.

You have to do a free ride mission in order to get it. Just simply read the notes around Salieri's bar and then go to the factory across town. There should be a ringing telephone. When you answer it, you can start the mission which requires you to drive across town with the car. After you complete it, you will have it in the garage.

I have to be honest the car cyclopedia really sucks in the this game. Mafia 2's is fully complete compared to this. Imagine in real life you were told that full dictionary's don't exist and that you had to hunt around just make your dictionary almost accurate/full of terms, that would suck right?

That car's a Smith Moray, not Smith Thrower.

Yes, it turned out to be a Smith Thrower, they are different cars.

It's not a mod, sure you can mod the car into your garage by editing the filenames and reverting it back but then your total car count would be glitched, implying that isn't the correct way to unlock that car.
