Report a translation problem
That's not the issue, the in-game resolution setting is missing a bunch of supported resolutions. In my case it only goes up to 1920x1080 and is stretched across my 3840x1600 monitor and looks horrible. This game worked fine the last time I played so an update is probably causing this issue. The game launcher lists my correct monitor resolutions, it's just the game omitting everything above 1080p.
Aspect ratio?
Are you running a multi-monitor setup with an Nvidia GPU by any chance? I searched around more and it sounds like this is an old multi-monitor issue, I plan to work around it by temporarily disabling my touchscreen secondary monitor (displays a bunch of AIDA64 stats of my CPU, GPU, drives, etc..)

I only use a single monitor. Months ago I was using a laptop and plugged this monitor into it. Suddenly, Red Dead Redemption 2 had a refresh rate setting issue. It worked fine once back to a single display. This game might not like multiple monitors. I don't know. I've only ever used a single monitor when playing this game.
