How to fix FPS drops and stutters?

I have high end PC so lets skip the get better hardware crap and lets get to the point, whats causing the super poor performance and how to fix it?

There are many topics about this already and im quite sure this cannot be done without breaking the license agreement. Also takes heavy modding/game development skills

Edit: If 2k gave up on this after considering time and money then its a lost cause i would mean..

i was coming to say the same thing can we unlockfps my 1080ti and i7 8700k should be able to do atleast a little more lol

1) Set monitor to 100-144hz (higher the better if you can't do 100 buy a new one).
2) Disable V-Sync in Drivers, enable Fast Sync (nvidia), or Enhanced Sync (AMD).
3) Disable V-Sync and Phys-X in game.
4) Cap FPS in drivers to the number you set in (1).

Thanks, i did everything besides disabling physx and stuttering is gone
