Bug in Chapter 14 - Escape with joe from the building

Hi, I'm repeatedly trying to complete this mission, but I can't complete it right away for two reasons.

1. Joe gets stuck on the stairs and won't follow me down. And even when he does come down with me, he doesn't help me with the enemies and doesn't respond to anything. He just stands still. So if the guy with his hands up eventually shows up, I can't go any further because Joe doesn't do anything.
2. After I shoot everybody, one enemy is left stranded somewhere. I can see him on the mini-map, but he's not really there. The guy with his hands up doesn't show up.

I'm getting a little desperate... Anyone know how to solve this? Or, could someone please send me a saved game right after this quest?

I repeated the chapter several times. Or rather, the last saved point where I'm already standing at the bottom has loaded. I have to go back upstairs to get Joe, who usually runs down the stairs. But as soon as we run to the last staircase, which is then where the final shootout and exit the building is, he chokes and does nothing. Even if I try to push him all the way down... Enemies are shooting at him... But he still doesn't react.

Yeah, i mean start it from begining. Not last save point.
