Yea I had the same thing, three of them were just chilling at the top of the stairs.

I had the same issue - I then went back into the building and got killed as they were stuck on the stairs but upon the checkpoint restart, all 3 came out to the rooftop which triggered the cutscene.

This part of the mission seems to be 50/50 but thankfully it's fixed easily.

I can confirm this issue one cop comes out to attack you but the others are stuck in the hallway and you need to go there and kill them so after that you can go to Joe and the prompt will allow you to go with him. Those cops are suppose to come out and attack but it is bugged so you have to kill them in the hallway. Silly Huh? Why can't they fix this simple bug?

I had the same issue just go onto the stairs and kill them then you can progress

Same. Figured it out by going near the stairs, then dying. Starting over from the checkpoint, I killed them then I finally could move forward to the next phase.
