I prefer this than having a sandbox-type format of icon chasing and content padding - just look at the state of Mafia 3 when they went in this direction. It would have been nice to have a few more missions and the latter stages of the game may seem a bit rushed but its one that doesn't overstay its welcome or has lousy extra content to string it out further.
The DLC is weak but it does add on another 12-15 hours thankfully and offers some fairly enjoyable missions to really maximise the city.
This is the story I'd rather they remake instead of Mafia 1.
People are probably expecting GTA and what they get is probably a bit closer to The Getaway
