Particles is like 25% there. They are glitchy and they disappear after a few moments while some particles disappear as soon as they touch the ground. In the classic, up to 9000 particles would stay at the scene at the same time.
Smoke coming from vents is straight up broken and flicking in place.
I hope this can all be fixed in a patch. It almost seems like the devs had the intention to have the same PhysX of the original, but is not fully implemented yet... Who knows. But I also fear they actually tried to remove it, but did a poor job and now we're stuck with the left overs.
No, if you need to go into the Nvidia control panel to fix it, then it doesn't remain the same. No work arounds should be needed.
Why do publishers force devs to do this to the community? It's 2020. Why do we still have this ♥♥♥♥♥♥♥??
I do use an amd gpu too, but don't suffer from poor performance even with it enabled in definitive edition, but otherwise stutters terribly in the classic version.

I tried every graphics setting and I finally got cloth PhysX to work on all of Vito's outfits.
The only way it worked was to set global settings to "low". Then a message pops up saying "You have to restart the game before using the new setting of APEX PhysX".
It seems like switching to or from "low" global settings (you can't change anything individually or it will switch to "custom") is the only way to toggle APEX PhysX.
I think they could solve this entire thing by adding an individual toggle for APEX. It seems like they set the toggle backwards, turning it on when low is selected instead of turning it off.
Please let me know if this works for anyone else.
