No way to disable PhysX
As an AMD GPU user, PhysX is almost always a no-go given it's intentionally designed to not play nice with Radeon cards, which is why it's frustrating that this rerelease seemingly has no way to disable it. People in other threads have suggested changing the value of "apex" in the game's settings.xml, but opening the benchmark shows that it does not work for me (I have tried setting it to 0, 1, 2, 3, 9999, all of them had PhysX activated, as can be seen here: https://imgsli.com/MTY2NTA/0/1)
Given that even for Nvidia users it does not perform very well and is of questionable quality in the first place, there really needs to be a way to disable this.

So I've tested a ton of graphics settings and found a "solution". In my game, the cloth PhysX works in all the DLC (Joe and Jimmy) and on Vito's DLC outfits and leather jacket.

I tried every graphics setting and I finally got cloth PhysX to work on all of Vito's outfits.

The only way it worked was to set global settings to "low". Then a message pops up saying "You have to restart the game before using the new setting of APEX PhysX".

It seems like switching to or from "low" global settings (you can't change anything individually or it will switch to "custom") is the only way to toggle APEX PhysX.

I think they could solve this entire thing by adding an individual toggle for APEX. It seems like they set the toggle backwards, turning it on when low is selected instead of turning it off.

Please let me know if this works for anyone else.

It's broken and doesn't work.

What VIDAL says is true, its not working as it should.

That's different than it not being enabled though. Wanting a feature to work properly when it's enabled and wanting a way to disable it are completely unrelated.

Some effects are not enabled period so no its not as simple as "its enabled but not working right" some effects are just straight up gone.

More specific, cloth physics are completely turned OFF.
Particles is like 25% there. They are glitchy and they disappear after a few moments while some particles disappear as soon as they touch the ground. In the classic, up to 9000 particles would stay at the scene at the same time.

Smoke coming from vents is straight up broken and flicking in place.

I hope this can all be fixed in a patch. It almost seems like the devs had the intention to have the same PhysX of the original, but is not fully implemented yet... Who knows. But I also fear they actually tried to remove it, but did a poor job and now we're stuck with the left overs.

Yes, but those effects are part of the overall PhysX implementation. If you used to have the option to order a hamburger with or without a bun, and the buns always had sesame seeds on them, if you now can't choose not to have a bun, and the buns now don't have sesame seeds, the issue of not having the option to order a burger without a bun is not related to the issue of wanting the bun to have sesame seeds like it did before.

The physics remained the same as in Mafia 2 Classic https://youtu.be/e2VuNK6tX_c

No, if you need to go into the Nvidia control panel to fix it, then it doesn't remain the same. No work arounds should be needed.

i read somewhere that the presets other than high disable physx

Why do publishers force devs to do this to the community? It's 2020. Why do we still have this ♥♥♥♥♥♥♥??

Well I tried to change Apex value to 0 or increase it to 2, but the particles are still present during the benchmark run. In the classic if you set it to 0, there wouldn't be any debris from gunshots.
I do use an amd gpu too, but don't suffer from poor performance even with it enabled in definitive edition, but otherwise stutters terribly in the classic version.

but in a benchmark you see this one? No cloth physics
