Even if the game will cost more purely because they can implement as much stuff as they want without having to worry about money or time, it's not some massive project that would require very large budget to begin with, even if they have access to it.
At the very least it's sure they will finish it with all the ideas they wanted in the game and implemented properly, something that actually didn't happened with Hollow Knight, since at some point they literally run out of money and were forced to release it as it was at that point.
Silksong will very likely be a fair amount higher, however, as the game is both greater in scope and has now been in development for a longer period of time than Hollow Knight. If I am getting the numbers and information right, Hollow Knight took about 3.5 years to create, while Silksong has supposedly been in development since 2017, meaning that its development cycle is almost twice as long.
Maybe twice the cost, then?
