I don't think they're against modifications to the game either, for the most part.
As I remember them tweeting out the Hollow Knight Mod installer, praising it even.
Think they simply want the general game experience to be vanilla, but is not against if players do otherwise; luckily. We don't want another YandreSim experience. Luckily doesn't seem to be the case either!!
They made it public on Steam Store, for free.
Although that would make sense also
