How do I "Use any agent's level 3 power"

At this part in the game, but I don't know how to use the agent's "level 3" power. This game could really use a screen showing the controls. Right now all I know to do is left/right arrow, and space bar for the booster in the beginning. That's it. Kind of lost. Need help.

Watch the meter at the top left. Once all the blocks are green, you can hit the space bar to activate the agent's ability. Hope this helps.
