Herb seeds have become as rare as hens' teeth...
In my current game I have ended up with one herb seed and none available anywhere, visiting merchants or other settlements haven't had any for game years.

I can get plenty of herbs, that's not a problem, but it would be kind of nice to be able to plant my own. One herb seed takes a very long time to multiply...

Actually you will only find Herb seeds by harvesting wild herbs. Keep in mind there is a difference in harvesting and cutting. Harvesting (if it's ripe) can generate seeds, cutting will not. Depending on your difficulty settlers < 20 in biology will usually only generate 1 seed. Take into account that your settler if low in biology harvests the ripe herbs may only get 1 or none then your hoard of seeds will diminish. So be careful on who you set to do your harvesting (priority 1 in harvesting). I use my lower raters to planting and cutting to increase their stats.

Check your custom difficulty setting you can tweek it so the wilderness plants generate swiftly. Looking around the map you will find herbs that you can harvest. It takes a while but can be done.

Didn't find this setting... where exactly is it?

My bad sorry got mixed up with setting wildlife and i remembered that the Dev's had fixed the wild plant generation (at one time they had turned it off by mistake).

Just as a heads up, when a settlers stats get high and they have the right background they really start to produce in their given fields. One of my settlers will harvest herbs getting 3 sometimes more seeds.

Good to know, thanks!

Yep, just past the 2 year mark and I have 10 herb seeds. I was lost other seeds to animals and leaving them in the ground when winter came in. But now I know better. But I agree. We could really use more Herb seeds from traders, not just the herbs.
