That will get it fixed real good.
Just leave a 1 tile ring around the edges of the room that has no floor and is not part of the stockpile zone.
For best results, make your cellar twice as big you as want it to be, then only floor half of it. Leave the other half completely natural. This will preserve as much of the natural insulation as possible while still giving you a safe place to store things.
Dig down two layers, dig a room out, leave ONE open area for access, slap a door in it. It's good.
No problems doing this.
Edit : I had to remove two whole layers of tiles but that did work .. I guess that makes sense. I know in future I'll probably limit the size of underground storage rooms. It does seem to be the case that temp mechanics for large vaults are .. not working as intended right now. Though perhaps it's cos I've got two double doors going into it. In hindsight that was probably a mistake. But I figured 3 layers down It would be so cold it wouldn't matter .. go figure.
