Humans need to get a reality check and stop mixing politics in fiction.
There are two things that people like about medieval times. They like the warfare aspect and they like the civilian lifestyle aspect. Since the game already gives us a choice of playing in peace mod . Why not allow marriage and children for only in peace mode, for those who would prefer to focus on building, managing resources and generally focusing on medieval civilian lifestyle?
If a person wanted too, they could create two different settlement. One as the war-front and the other as a place to rebuild and call home, that only has to worry about surviving the elements, wild animals and managing everyday life. You could link both settlements through story. You can make a peaceful sanctuary for refugees from the war or maybe you want a village that is centered around an Abby.
During conflict villagers will typically flee and seek refuge in friendlier and safer countries. War usually discourages people from family life. So, they shouldn't really be in the same place anyways. Obviously the vulnerable get caught in the crossfires and often targeted in real life. But people generally don't want to see dead children, for the sake of entertainment and immersion. Because at the end of the day video games are entertainment. Most people prefer to protect their children and would evacuate if given the chance. If you are the minority of people who want that in your game, then you should get a mod for that. But for the rest of us, children should be protected like our domesticated animals. If their conditions get really bad for them, they can run away and leave your village. Parents would typically get very upset if their child is starving. So that would stress them out and eventually make them want to leave. If a child is an orphan they can just leave, before it gets to a certain point. I think the only thing that would really get people upset about cannibalism is eating children. A village eating people is funny. But a village eating children is not funny. So, just don't eat the children. Beside you need your offspring to continue the village.
Having offspring certainly has it's benefits though. You'll need that youthful energy to do the menial task like hauling wood, feeding the animals, vermin control and assisting the adults with their jobs. The less time the adults have to worry about these things, the more they can focus on their jobs. So, let us assign a child to assist a human. In return they will gain skills and experience that will benefit them when they become adults. For population control, we should be allowed to decide, who can get married and who can have children. There should be a limit on how many children a couple can have to just two and there should be some time between having their second child. If marriage is allowed, we should be able to make double beds for them. When they are ready to have a child, we should never see them do the deed. You just won't know until the wife is showing a round belly. She'll be pregnant for a season and give birth the next. She won't be able to have a their second baby till next season.
I think there should also be a chance for random orphan to seek refuge in your settlement. If you accept them, maybe they could be assigned to an adult who has doesn't already have two children of their own in you settlement.
In the case of marriage. It should be pretty simple. The player should decide if they want their villagers to pick their partners autonomously or completely control who marries who. We should be able to create an alter that matches the couples beliefs. We should be able to click on it and begin the wedding ceremony event. I think anytime we want to throw a great feast for our settlers, we could click on something like a banquet table (preferably in the great hall)
I don't get what the issue is. Just make the children immune to physical danger or assault. If they are babes, then they'll never go hungry as long as the mother is alive and someone else can serve as a midwife etc. If they're old enough to run around, they can just flee if they are unhappy or starved. Make sure the arrows or fire can't hurt them, etc., can't be enslaved. Just make it like forbidden. In real life, they're usually ignored in wars anyways.. sometimes left orphaned or to fend for themselves. I want the ones courting to have mood modifiers based on their interactions and if they marry they can sleep in the same bedroom. That's realistic! For me, Rimworld was extremely unappetizing given the shocking dynamics in that game, but here's to my point, if they can do that, why can't these guys try something like this?
As someone who played Rimworld, family in colony building is a must... BUT... I get why they don't want to put it in the game...
Complex it was not... But performance wise, tho...
I personally believe it is possible to be both. They already have Peaceful Mode. So, why not allow villagers to settle down and have children under that mode, for players like me who want to focus more on village life and surviving natural things. Naturally during peacetime, that is what people do. But it seems that doesn't align with what the developers had in mind. I'm not going to force it. But, I am moving on from this game.
