You only need a prison cell and enough levels in speech to appoint a settler as gaoler. You also need the settler in question to have their own bedroom. First I've heard about any desk being needed though.
Since he was talking about roles, I mentioned the prisoner desk which is necessary to assign the Warden role to a settler. Gaoler is just the basic job no stats are really necessary for that. I think regular settlers just escort prisoners to the cells (like animal handlers roping domesticated animals). Converting or forcing your slaves to work requires the Warden to oversee them I believe.
