And afaik there is no way to reduce that.
I bet there are a lot more players who would apreciate being able to get the ressources at the edges than players doing ridiculous stuff there, that doesn't hurt anyone.
Wouldn't be hard to make it so that you can mind anything but dirt or water in the zone. So that you can get rocky soil-or-better from the border zone.
Another option is to spawn raiders in anyway, with portable ladders.
My guess is that Wildlife also need a spawn point, Trader visiting etc. and hence why it's there in the firstplace.
