Best way to deal with it is to build (well or mine) so that you leave 1 field they can exit throug, wait till nobody is in there and then build (or mine) the last field.
Have you ran into the issue of your settlers dropping down a level while building, essentially trapping themselves (somehow) under the floor because of the 1 random missing tile under the floor?
I ironically had a settler that would VERY frequently trap herself....needless to say she got fed to the wolves and I've not had that problem with anyone since XD
I've seen mods do similar things with other games.. Please just fix?
