Check if the ingredients / material are accessible to the settlers, as well as the cooking station
Besides that, did you try to save and reload and did the behaviour persist?
Did you try to clean all orders and set it anew?
Did you try to build another cooking station and order food there?
The only way I have found to get around this is to rebuild the thing (I tried both the relocate and straight up destroying it and building from new, both with same results), but this is only a temporary measure as like I said; the problem comes back as soon as they hit the maintain goal.
So yes would put a thread into the bug-section.
Right now to me it seems that the game seems to behave somewhat strangely after playing the same game for a longer time. I had sometimes Settlers / Animals behave weird sometimes when a game had progressed for some ingame-years.
Its happening since the animal update, was worse first but it seems to be still there and I have the suspicion (not sure, since well I have no real idea of programming), that the game after a while is a bit... "overworked" handling all the animals on top of the stuff it already had to handle prior to the update so to speak, if that makes sense.
I'm finding that dismantling seems to mess it up the most.
