You're confusing the average life expectancy with the average *adult* life expectancy. The total population average was low because of very high infant and childhood mortality, but if you made it to age 20 you had a reasonably good chance of making it to 60 (especially if you were male - women had a high rate of death in childbirth).
What's surprising is that there are no children and babies around - one effect of that high childhood mortality was that you needed to have lots of kids to maintain the population. About 30% of the population should be under 15, depending on era and region.
