Spare room won't change
I have multiple spare rooms that have changed, and some that won't change into it's specialty.

I can't figure out what make a solid room and what doesn't.

For example. I have a three tier building with a kitchen (1st floor)
great hall (2nd floor)
library (3rd floor)

They all have their requirements met, yet they aren't special.

I even blocked off the stairs with walls and a door to ensure that they are an isolated room. That didn't work.

PS the library at one point in time, was successfully a library room.

If your room are separated by walls, windows, or doors, covered by roof or upper floor and you have follow all the requirement(items to have and items to not have) They should be recognized. I never get the problem. It may be a bug.

I found having the wrong production in a workshop prevented it being correctly tagged, I added something and it lost it's tags. It maybe to having too much in your room is your problem.
Library and temples are easiest , library just basic research and research table, two book shelfs, temples, a shine and two appropriate wall ornaments for the shine.
Workshop I had to juggle what I considered workshop production items , and what the game did, had your experience of getting the room type then losing it by adding something.
Oh and great hall table , chairs , 2 of each antler and shield decoration , 4 standing torches. Check out the description on this video , and the video if you need to .

First check that they are in fact separate rooms by turning on the room overlay and looking at them from every angle. Then check the room requirements and make sure nothing is in the room that could interfere with the special status. Finally, there was a bug in that repairing a hole in the floor could leave a room connected to the room on the floor below; this has been patched, and should retroactively fix saves with this issue, but just in case you could try deconstructing a floor tile / wall segment and replacing it, to force the game to recalculate room boundaries.

I just had a kitchen that wouldn't turn into a kitchen even though all requirements were met. I noticed one shelf was on an inside corner wall and a torch was on the other, basically both taking up the same space. I just built another shelf and the room turned into a kitchen. I'm guessing that since the torch was there first it took priority for that spot and the shelf never registered as being there. That's just a guess though.

my room can't turn into kitchen because campfire inside it. Deconstruct them then it turned into kitchen.
may be you put "extra" workstation into it like > "Smelting Furnace/Kiln" into your workshop and cause the problem?

Workshop requirement: at least 1 workstation + 2x Wall Tool Shelf
e.g bowyer's table + 2x wall tool shelf

Click on the room overlay icon on the top left (when you hover mouse) tells you exactly what you need.

Best bet is to only have 1 workstation/religious/bed/etc and 2 corresponding decorations per room. The great hall is the most space consuming so plan ahead.
This may change in the future with new content.

Religious wall decorations (unless religious room), Backgammon, and Certain production such as apothecary will cause a spare room. must have the requirements including wall decorations needed like pottery for kitchen, books for library, banners for great hall.

I have the same problem but weirder. All rooms work for me except workshop. Just workshop. I've made it the same way I was making all the other rooms and nothing. even to make sure the room was alright I removed fletching table that was inside and made now abandoned room into a library and it worked fine

I was having this problem with the great hall and new sewing room looks like certain item need to be low quality(wood) and not silver or gold. The great hall replaced the torches with gold and broke the room put back the wood ones and it changed back same with the sewing room.
