So there are a couple of reasons why this isn't such a great idea. The first really comes down to the costs involved in getting the rights to the films and even the necessary actors to do voice work. It isn't a minor thing and wouldn't really be worth the cost in this case.
The second reason really comes down to simple franchise identity. If the developer/publisher were to make a Sniper Elite game based on the Sniper film series, it wouldn't even be called Sniper Elite anymore. It would be its own standalone adaptation. Sony Pictures (the current studio handling the Sniper film franchise) isn't going to want a Sniper adaptation to have anything but the Sniper branding on it directly (for obvious reasons).
You are asking for an entirely different game that has nothing to do with the Sniper Elite series.
No, I'm asking for a different sniper game on the same engine. The only engine worth a ♥♥♥♥ for it.

Ghost Recon Wildlands, truly scratch that itch for jungle combat. Even Breakpoint.
Also to render jungle scenery well is incredibly difficulty. Lighting and foliage, very labour intensive. heavy asset load. It’s not easy.
Don’t forget Rebellion are essentially an Indy developer.

Backpacks can be carried for extra space for gear/ items. Backpacks can also be placed on the ground and picked back up. Placed on the ground when the player needs extra mobility in combat.
Movement especially whilst prone revamped. You can lie on back and aim gun for better stability etc.

Bleeding mechanic. Enemies can now track you if you are bleeding.
Bandages have to be used to stop bleeding. Passing through water can help break enemies ability to track you.

More booby trap guerrilla warfare type items.
Yeah. Waste money on celebrity cameos and spend even less on story. What could POSSIBLY go wrong with an idea as stupid as that?
I think the franchise can do well with spinoff series that takes place long after the WWII conflict. Maybe Vietnam or present day like Sniper: Ghost Warrior.
