Hitler might use a hide out, a tiny room backside the teahouse....
or ,, he migh hide he apartment top floor... hide out in a bunker facility there
and to be sure....
he there or not - u might ,, go MENY setting option sivilian (very easy)
if Hitler,,, there,,, u be see him marked and meters away
I spent 2 hours looking around everywhere. Behind the tea house...every door. Nothing.

I also did a run or 2 on cadet difficulty to get the more unique Hitler kills and to collect the last few documents and I'm sure he didn't spawn at all on one of those runs eg, I could see the 2 guards that are meant to escort him around the level permanently stood outside a empty room with no Hitler in sight, there had been no alerts that could have caused him to go hide somewhere etc...

My hunch is this: I may have made him unconscious and stuck him in one of those hiding chests. I see one body in one of the chests using focus, but I can't get to it. I tried putting TNT next to it and blowing it up but that didn't work. That one body is unconscious and inaccessible. Oh well. I'm going to play the mission again but this time everyone dies, no more letting those poor German soldiers go back to their wives and kids. lol
Think I found him.
I had something weird happen to an NPC on the first map that took me by surprise and I wonder if it might be the answer for your missing Hitler. I've had this happen to me many times as a gamer but I've never seen it happen to a NPC. The NPC fell through the map! LOL The game actually acknowledged it and made a sound that I took as a termination for the NPC. Maybe they thought that was easier than checking for small holes.
This is happened on two other recent occasions when playing through the same map.
If there is a bug that prevents instantiation of the Hitler NPC, you might try shutting down the game and rebooting to clean everything up and run a fresh game. Sometimes errors become more common the longer a game runs because of memory management problems within the executable. I have had games I would restart every couple hours if not rebooting and it did seem to help. I have no idea if that is the case here though. I run a memory cleaner from ioBit software to help keep my RAM cleaned up while gaming.
Perhaps they don't instantiate Hitler until the player reaches certain 'trip wires'. If so it may be the one you have been 'tripping' has a bug. So you might try a completely different approach to what you have done in the past. I'm just speculating though.
Another thing to try is just a complete Restart of that particular level / map. Then try the different approach. Just to have as clean a retry as possible. These are just guesstimates to try and help. I don't know that any of it will help.
