How do I fix this problem? I have not used any form of cheats.

first try start game,,, again...
not sure what be the issue,,, then that u lost the "EPIC's" Easy Anti Cheay "EAC"
pretty sure it be back in a max 1-3 days

seems it might be / Steam overlay...
or SE5 game server... that needs some cleaning / rebote update tiny patch

last this happen (not that long ago) it got fix with-in a day /or two....
times fly by,,, so maybe 2-3 it was months ago....

Restarting the game was enough for me to get rid of this.

It happened to me too today. I just restarted the game and it worked again.

So first thing to do if you face this isssue is: Restart the game.
