Better or worse than SE4?
thinking of buying, this is all i need to know

Not as great as SE4 in my play. SE5 is good but inferior to SE4.

I too was hesitant to buy SE5 probably for the same reasons you are. I enjoy SE4. I read many reviews saying SE5 was not as good. Well, for some that may be true. But I enjoy SE5 just as much as SE4. The new enemy proximity system seems better in SE5. Stealth, sniping, run-and-gun all are very satisfying. Maps are large with many ways to traverse them. Main and side mission are well done. Replay value is very good. One caution is the size of of files. Updates and DLC are large and many people complain they push the limits of their computers storage capacity. I never have a problem myself. I own a top end computer. How about I suggest you do as I did. Buy SE5 and play for just under the two hour refund limit. Then if you do not enjoy it get a refund. I think you will like SE5. I have logged almost 700 hours in SE4 and almost 700 hours in SE5. This is only my opinion.

I enjoy SE4 more than SE5, but I do enjoy both games and don't regret buying either one. I have all of the content and DLC for both games so it's a full comparison.

A few years ago I really liked SE4, and recently, after 100 hours of playing SE5 decided to replay SE4. At the start of the first mission I immediately felt the difference between the two games - in the smoothness of movement and gameplay in general, in the shooting at a distance, in the graphical component of course. While the core gameplay remains the same, SE5 offers more options in stealthy playthroughs - more bushes, more places to climb; multiple starting points to choose from improves the replayability of each mission, as does the ability to follow a different playthrough style thanks to the elaborate weapon customization system.

Especially pleased with the invasion mode, a very cool thing that allows you to diversify your gameplay - you can invade another player's single game as a German sniper, or let another player as a German sniper invade your single game to get extra battle tension.
I would call SE5 an improved version of SE4, definitely a great game.

I used to play SE4 a lot but I don't anymore.
Every time I move while crouching in SE4 it is so painfully slow compared to SE5 and I just can't stand it (no pun intended).
But I feel that combat is way faster in SE4 and draws you in.

But then there are a lot of small improvements in SE5 that I now miss in SE4.

Sniper Elite 5 is in some ways worse than Sniper Elite 4 but has also shown great improvement to it's predecessor. About my gameplay: I generally didn't really snipe much in real "nests". You have to snipe in open fields. Yeah, sure, there are some churches or vantage points that you can use, but more rare than often. The maps are fine, the Spy Academy is the most largest map you can get, but in some ways it can be really hard to peacefully snipe there, so you have to use Subsonic ammo, which is rare, and that could lead to frustration more often because the enemies get alerted if you use Standard Ammo and so on.
Other improvements: But now the Germans speak actual DEUTSCH so it gives the game realism. You can also hear some conversations that have intel, I didn't notice them in SE4, so it is also an improvement. The Season Pass is optional tho.
Yeah, and there are those voicelines from Abelard Möller and Friedrich Vogel where Friedrich reports to Möller over and over again because Fairburne has achieved missions.
The Hackenkreuze/Swastika's are also in the game, wow, Rebellion has somehow managed to succed with Swastika's, however they are not in Multiplayer included.
Fire, and water has been improved graphically.

Overall, there are quite good aspects of Sniper Elite 5, but there are also points where Sniper Elite 4 was better. You should get Sniper Elite 5 when it is on Discount, right now, it is because of the Summer Sale, and you still have the opportunity, to refund it.

SE5 is the first in the series for me. Since buying/playing it (SP/Campaign only); I've purchased and played through SE4. There are a few things SE4 does better, but over all 5 is far more enjoyable for me.

meow's summation above is pretty much spot on (although as you might guess from my avatar---I'm biased)!
