The Campaign is pretty easy, if a serious Gamer, if you can ignore Bugs, and have a lot of patience.
On that Pistol comes with a Scope from beginning, It is not a true Sniper Game, although title is misleading.
You can tell what has to be done to open up a particular crosshair by mousing over the various scopes in the weapons manager. As you do, look to the lower right of the screen. Even those that are locked from use. Look to the lower right of the page and it will tell you when those that are locked will be available, e.g., 'obtain by using the workbench in mission 6".
[Each level has 3 work benches, one for rifle, smg and pistol. You have to find where the workbenches are in the game world which can be frustrating if one is a casual player. The levels are big, most of the workbenches are not marked on the map... so probably frustration city for many casual players. ]
It's a bit hooky but that's how you get different crosshairs, which are tied to different scopes.
I like gradations on the vertical as that is how I adjust for bullet drop... I don't use the distance adjustment (zeroing) keys. By now, I've unlocked the scope/crosshair I want, but like your dad, I was taken back at first until I understood what they (Rebellion design team) were doing.
I love this game... keep at it.. despite some of the design choices SE5 can be very immersive.
If your dad hasn't played SE4, I'd start with it... so very well done. Yesterday, I saw it was on sale for $5.99! But normally it's more expensive than SE5, even though 4 is 5 years old. A testament to how excellent 4 is.
