Secret Weapons Mission 7 Bug. Please fix Urgent?

For some unknown reason I am picking up bolt cutters and the game does not register that I have them in my inventory even though bolt cutters are no longer in that location. I have tried twice to pick up bolt cutters, one from the castle/radio transmitting area and again at maned lookout over bridge where you can go under and find fence to cut to advance forward. Please help, can not advance further, unless I try another entry point much more deeper on the map.

I tried an experiment and escaped game to return moments later and bolt cutters are now in inventory. However still worth noting that this issue occurred.
