You get that within a few matches :)
You have to take it slow watch your angles and don't go sprinting in open fields like a lunatic.
You CAN do it but you have to make sure you don't go out of breath and take cover when needed.
Scoping causes Glinting and people can see your Glint.
Generally speaking you'll want to use Binoculars in Multiplayer to scout your surroundings.
As a general rule of thumb you will want to expose yourself as little as possible to avoid getting killed.
That doesn't mean you should sit in 1 spot for an entire match and not move at all.
Or not try to be aggresive from time to time.
When the situation calls for it go for it.
I have a match I played of going 20-0 a while back.
Perhaps it might give you an idea of how to approuch Multiplayer.

Lastly about Perks.
While they are useful they don't make you THAT much stronger.
Unlike many other shooters where being level 50 or whatever the cap may be means that you will outperform level 1 to 20 people by default.
Sniper Elite 5 is all about skill and while there is unlocks to keep the younger audience happy this game really likes to give people who are actually good at sniping an edge over those that aren't.

I don't really believe the issue is spawning points as I feel those are rather good...
They kinda suck from time to time but that goes for any shooter really.
A lot of people tend to go to the same location after they die which results in them just dying over and over.
Or just trying to Call Of Duty and paying the price for it.
Perhaps you are right tho that the first to rank up become the best.
Yet I did 15-3 in my first match when everything was fresh and I barely ever fall far from scores like that.
To me what it looks like is a lot of people just don't really understand how to avoid to get shot and it results in them scoring very low and dying a lot while they are at it.
I had matches where I was in the team scoring almost no points and I was sitting at 20-0,
While the rest of my team was going 3-18 or some ♥♥♥♥.
