Help! I cannot run the party illegally

When I choose run the party illegally, I always receive a message from my vice president's party that he said "Unfortunate Decision : Your suggestion the party should operate illegally is a serious mistake. The Political Office will be holding a meeting to determine the consequences..."

What should i do...

im not sure. maybe gain more sympathizer while making the gov hate you? but why you want it tho? you'll play as terrorists

it means your party is not supporting the idea. probably you are in a country with democratic rights and it's pointless to become a terrorist organization that's why your party does not support it.

What was your rating when you tried going underground? What was the rating of current HoS? What country you have played?

There is no need to be a dictatorship I think it might just be luck because if not America is a dictatorship I made my party go illegal idk how I just rioted and then I became a terrorist organisation and created south Dakota and independent country

You are guaranteed to be declared illegal if you either plunder Museum/Bank during riots or even if you randomly put one insurgent out of the hideout (not to mention if you'll use lethal force).

Also you'll become illegal if party in power will successfully push through a one-party-state law.
