no, you just have to make policies which will help in bringing in more electric cars, like increasing tax on petroleum products will force people to buy electric, stuff like that

Theres also legislation under transportation allowing you to allow self driving cars to be used normally as most countries have restrictions on them. And then taxing petrol and stuff like that will also increase it

Increase petrol tax to max and apply tax reduction for cars.
Check if your country produce electric vehicles /cars and trucks + fuel cells/, if not - subsidize this sectors.
