Can't infiltrate terror organisations

Hi. Playing as Nigeria, wiped out the caliphate militarily. I've been trying to infiltrate the other groups, such as Toko Haram, from the beginning of my game. It's now 2022 and I have not successfully infiltrated any of them even once, my agent is killed every time.

I have ramped up agent training and anti terror funding. Even checked my homeland security chief to see if he was corrupt (incase there was a hidden feature that my corrupt minister leaks agent info to terrorists) but nothing seems to work. My agent is killed without fail everytime. I have four active terror orgs and cannot infiltrate any of them. What is strange though is I sometimes get information anyway like my agent found out the Chinese were funding some of the groups without successfully infiltrating them.

Any thoughts? A bug maybe? Anyone else had similar issues?

Yes, Sometimes it can be very difficult to infiltrate terror organisations.
Try increasing anti-terrorism and agent trainings budgets as much as you can.

Think it's likely a bug as I've had near maxed agent training and anti terror for several years ig and can't infiltrate any group.

Dumb stupid game with dumb ass devs...

It is most likely a bug, the same I have while playing Serbia. But you can also try to max out spending on cyber security on secret services tab as it contributes to anti-terrorism and ramp up the number of internal agents to 30 000.
