On the Custom Difficulties menu select New, then adjust the Bowl Quality (3rd Slider) upwards toward 100. Save the adjustment with any name you like.
There may be another way, but I've found that to activate the custom change, start a match in any mode. Before starting play, pause the game (start button), select Settings, then select Difficulty. Move down one spot to the AI settings, move left or right until you find the Custom Setting you just named, then back out. The game will ask you if you want to confirm the change in settings. When you select "Yes, do it", the change will then be active.
Like I say, I'm guessing that's the correct slider to adjust the number of extras the AI bowls. You may have to play around with it to confirm that.
