Like the title says I got as far as the introduction to him from Miss Kille and now I need to hire him but I need to talk to him again before I can give him a shilling

Simply insert an element of the soul with Lantern or Knock, and the dialogue to give him a Shilling to hire should appear.

There is a button to the left of the clock in the top middle of the screen that opens a tree where you can insert your journal and skills to gain more soul aspects, you can also study your journal to gain about 2 skills and each skill can go in 1 of 2 branches to give different soul aspects

Neither of the skills I got from my book gave what I needed, how do I get more skills?

Solve the mystery on more books. It should also be mentioned that you don't need him specifically for any room. Each follower can be talked to about a memory/weather, soul part, tool, food, and drink with the aspects of those items being added to the person. So if you needed say 2 Lantern for a room, you could also just talk to someone about the weather if it were a Sunny Day. If you're having issues generating memories then reread books you've solved other than your journal, or talk to a helper with no subject in the slot.

Mist-Kissed water at the top of the tower is 2 Knock, Bread in the Keeper Lodge has 1 Rose, Gossip has 2 Rose, or if all else fails, Fog has 3 Knock.

One option is chat with followers and get Stolen Secret, combine that with the Mist-Kissed water for 3 Knock.

Another is chat with followers and get Gossip, you can combine that with bread for 3 Rose.

Barber comes in Summer and has 1 Rose if you already used the Bread.

There's also another option with Denzil but it involves secrets/spoilers:
There's a Gervinite hidden under the window in the Watchman's Tower: First Floor. You can give that to Denzil OR you can consider it to get Memory: Horizon-Sight

Failing all that there's unusual hires who have 4 base aspects but are random.

EDIT: Other random items/memories with Knock/Rose.
If you've replied to the Trust's letter you'll get visitors. Satisfying them and adding their contact to your book will get you an Occult scrap for 2 Knock.
C&H Second Flush Assam tea has 1 Knock
Memory: Salt has 1 Knock

You don't unlock rooms with books. Successfully reading books and mastering them gives you Lessons which can become skills or used to upgrade existing skills.

Unless you haven't told us all the soul cards you have, what you started with will not allow you unlock that room.

It might be easier to recruit someone from The Sweet Bones by placing a soul card and money into the slots. THESE ARE RANDOM, so be warned that not all of them will be the one you're looking for at any given time. If you get one that has Knock or Rose, great. Open the "Talk" verb and hire them (they require a Florin [2 Shillings] or higher to hire). Then, place the Assistant in the room to unlock it and run the process.

No time limit exactly but incidents do have a finite limit and not helping visitors during them may effect the new further stories from the dlc, aside from resolving incidents which just means lots of cataloged books on hand to let them read and A special season every 2 years you can go at your own pace, on my new run i am several years in and only finished a couple incidents, I have however fully unlocked the house and have most skills between level 5 and 9 so theres alot of goals to set. I do recommend stockpiling persistent memories for the special season however.
Its also worth noting that hiring from the sweet bones has 2 different settings a cheaper seasonal hire that is there all season Like the miner being there all spring Scale 2/Forge 1/Moon 1 they cost 12p to hire

Or if you put a soul and at least I think about a shilling you seek Unusual help which is random and has 4 in 3 different aspects but costs 24p to hire

Since there are no books with exactly 3 of an aspect, you should be able to conclude that providing more aspect than the visitor requests will work.

While you can give an 18 moon book to solve a 4 moon issue if it is in a language they can read it is best to use the lowest level possible as the requested books do get higher as more time passes. There are some special interactions with certain books given to specific visitors as well.
