The conditions that need to be fulfilled, are:
- Two identically leveled cards of the same Element of Soul
- Skill attuned to the same Element of Soul (note that this attunement will irrevocably expire after one use)
- Workstation that can "Evolve" cards
- The skill needs to be slotted into the branch of the Wisdom tree that the workstation can evolve cards for.
We do know that there's no random factor involved, the assignments stay the same across multiple playthroughs.
The slot itself doesn't matter, only the branch does. A skill will always attune to the same element of soul when slotted into the same branch of the wisdom tree, regardless of the exact position. And each branch of the Wisdom tree will always offer two different elements of soul, depending on the skill.
If you don't want to look up spoilers, then a good way to manage this, is to leave as many slots in the inner rings of the wisdom tree empty as you can. When you get a new skill, put it into one of those empty slots without assigning it. That will tell you all there is to know.
