So there's a hint on how to make the doll but no actual way to make it?
No-no, I guess you can think of something with workstation right of the Kitchen - it accepts Fabric, so if you stack Grail high enough somehow...
But anyway, Mommet is for occasional help with books only, no uses beside that.
Ok let me try this a different way.
The Loom takes 2 slots of Fabric and then the basic Soul/Skill/Memory.
The Mommet is only a Thing, Woven so there is no way to use it there. Definitely no way to upgrade it like some of the recipe lists floating around suggest.
So now let's look at the Mommet:
There are grail skills that say Steep a Fabric in Grail. (For Scholar Level)
As far as I can tell/remember, only the Loom takes Fabric yet there are a number of Grail skills that give that hint for their Scholar level recipe. Those same Grail skills cannot fit in the Loom.
For Example Tridesma Hiera gives the Hint to Steep the Fabric in Grail. Tridesma Hiera has the aspects of Moth and Grail, neither of which fit in the Loom.

Am I just completely missing/forgetting another station that takes fabric?

Recipe for Flushed Mommet is Pale Mommet + 15 Grail, available through a bunch of skills. Here there are:
Resurgences & Emergences
Furs & Feathers
The Great Signs and the Great Scars
Pentiments & Precursors
Desires & Dissolutions
I guess, you can craft it through secondary aspect on a Workbench? Like, Windlit Workbench accepts Heart, so you can stick in there Soul with Heart and Grail, and some Heart+Grail Skill.
And Loom is the only workstation in the game that accepts Fabric, so that's so.
I just checked the entire aspecteditems file for the answer.
The answer is
Bruteforce.
There is no tool, or wood with Grail-aspect. You can stuff some practice sword in there - it has Grail 2. But there is no wood, tool or remain that has Grail aspect. At all. So you only can craft it through high enough Grail soul, Grail Skill and Grail memory.
But let's not forget that there is no benches that accepts both woven items and Grail aspects.
So pretty much, it would be impossible to craft Flushed Moppet through normal means. Only bruteforce. I guess I can file a support ticket for this.

The issue isn't coming up with grail.
The issue is fabric somewhere other than the Loom.
But even brute forcing the recipe, it is extremely difficult compared to other Scholar recipes and provides an item that can't be used anywhere except for second chance passes on your books.
EDIT: Even then, you already start with one so there's no point making another.
Devs fixed Mommets in the b.9 beta patch!
Now they have "Tool" aspect! So they both now can be accepted for reading books! There is new tag "Inert" that "They will survive the consider skill, but will be used up in crafting"
And they can be placed into workbenches! Perhaps it's even now possible to craft them on workbench in the Cathedral(the one that accepts Heart skills).
