Writing letters using blank sheets of paper

I find a lot of blank sheets of paper in the House - and I assumed that it would be used to write letters by librarian.
(I am not talking about the initial reply to the Trust - that letter I managed to write no problem. But it didn't use blank paper at all as a source)

But when I use a desk and combine soul fragment, skill, ink and blank paper - it just offers me to craft a pigment (ironically - the pigment that is the precursor to the ink, that it just consumed)

Is it the issue with the specific skills that I use? Or you can't write letters at all?

I am wondering this too, I swear early on in the game it said I needed a suitable ink of a matching aliment but I've not been able to replicate that.

Like most other non-furniture things strewn around the House, it's basically just a crafting resource.

You don't need paper to write a letter; you just input the letter you're wanting to reply to.

Paper is just another crafting resource; you can use it for whatever you like.
